THE IMPACT OF STAFF WELFARE SCHEME ON WORKERS PRODUCTIVITY: A CASE STUDY OF COLBEN ABSTRACT This study examined the place of welfare programme on worker’s productivity in an institution. The importance of welfare programme as a means of improving worker’s welfare programme were benefits, other than salaries, provided by an employer to ensure the comfort and satisfaction of the apart latter, the survey method was used to collect data for this study via questionnaire. A sample size of one hundred and thirty (130) worker’s/staff were selected from the population of the study using simple stratified sampling procedure. The sample percentage identified, that management was not very fair in the provision of welfare programme to worker’s, that majority of worker’s/staffs had not attended any in-service training in relation to welfare programme, the management often delay in the administration of welfare programme to staffs. To this end, the following were some of the recommendation made that management should try to be fair in the administration of welfare programme to all categories of staffs, that management should ensure that welfare programme provided are properly administered to motivate staffs to greater productivity. An individual input is essential in the attainment of the set goals and objectives by a group it becomes important to understand the place of welfare programme in an organization is indeed one of the key task of management is their bid to achieve most efficiently the organizations goals and objectives. Human resources (workers) are automated equipment etc. to achieve organizational aim and objectives. Other resources are unproductively in the absence of human effort and direction. According to College of Education (COLBEN) policy on the institute’s of staff development programme, all categories of employees are to benefit from in-service and other productivity in the cast of the junior staff, training in required for skilled and semi-skilled junior to update their competence in their lecturing skills. Furthermore, the senior staffs are trained in order to equip them with managerial posts that may become vacant in the future. The contract or casual workers are not left out, they too are trained on the job to increase their productivity. To enhance efficiency and productivity in an organization, welfare programme for staff must be taken into consideration with all seriousness, is because it is difficult to forecast how human resource (workers) would respond to a given situation. Staff cannot easily be manipulated like machines or computers, even if you succeed in manipulating them, it will only be for a short time. Hence the need for V and other motivating factors for consistent performance and productivity of staff in an organization system. Despite the merit of welfare programme for improved performance, efficiency and productivity of staff, most institutions or organization do not provide enough welfare programmes for their worker’s/staff. It was for this reason the place of welfare programme on staff productivity was investigated. STATEMENT OF THE PROBLEM An important input on this part of management is the provision of welfare programme to its work force to ensure their efficient contribution to institutional goals. Welfare programme as the merit of ensuring the comfort, safety and security of the staffs. Also social welfare programme helps to establish retirement and pension plans for employees. These pals are provided for most employees that are unable to save enough for their support when they retire. Welfare programme also helps to improve staff morale and loyalty. To the organization, welfare programme aid more effectives recruitment, good human relationship between the management and the staffs, reduced the influence of union and of course increased the revenue of the institution as a result of increased in their skills of lecturing or productivity. Inspite of the merit of welfare programme institution or organization do not provide enough welfare programmes for their staffs. It was for this reason that the place of welfare programme on staff/workers productivity in organization was investigated, using College of Education (COLBEN) as a case study. RESEARCH QUESTIONS The following research questions were asked in the course of the study. i) Can welfare programme aid management and staff/worker to achieve organizational goals and objectives? ii) Can welfare programme contribute to workers/staff productivity? iii) Should welfare programme be restricted to a certain category of staff in organization iv) Are there demerits in the provision of welfare programme to workers in organization PURPOSE OF THE STUDY Welfare programme refers to this factors that stimulate workers/staff to action so as to perform optimally in their designed task. Looking at the above statement, it can be seen that staffs need certain incentive welfare programme that will encourage them to high productivity. The purpose of this study therefore is to look at the place of welfare programme on workers/staffs productivity in an organizational system. SIGNIFICANCE OF THE STUDY The findings and recommendation of this study will be of benefit to staff/workers in COLBEN and other institutions in Nigeria. This study indicated briefly the way provision of welfare programme can enhance the productivity would increased when their basic needs are satisfied. This, on the long run will lead to the achievement of organizational goals and objectives. The study is also important as it will add to the existing literature on the subject matter. SCOPE OF THE STUDY This study is concerned with the place of welfare programme scheme programme on staff productivity in institution. Using the College of Education (COLBEN) as a case study. It is also within the scope of the study to look at the origin of welfare programme in an institutions and categories of welfare scheme programmes available under the common law. OPERATIONAL DEFINITION OF TERMS Welfare Programme: The provision made to workers/staff to enable them spends less of their wages and salaries. Organization: A structured process in which person interact for the accomplishment or realization of objective. Productivity: The power to produce. Institution: Organization or society for a particular purpose. Institute: Society or organization for the promotion of science education etc. Objectives: External to the mind actually existing. Goal: Object of ambition or effort destination. Work: Application of mental or physical effort to a purpose use of energy.
